I make intel bunkers instead usually.

It's harder for someone to predict where you'll be underground when you've got 8 different tunnels coming out of a wall pointing to the intel, which is in a large underground room.

Should an intel tower have stairs? Like a tower with stairs would be easy to access for defending snipers, but it would also be easier for the enemy to climb up...

I've made and seen ones a lot like this

That way it becomes super hard for griefers/the other team to cut them all down and get the intel before being shot. They can just climb up on their own blocks easily though but they're still easy to pick off if it's guarded.
