It's hard to votekick #4 since you don't know the name of the person with it. I once spent a half an hour running around a city map trying to eyeball each person on my team to see who had the intel, and it was really hard and a huge waste of my time.

So I think maybe the name list on the tab key should show whoever is carrying the intel.

Whitelisting would ruin the game. How would one be added to the whitelist unless they've played before? It's a catch 22.

CURES:
1. Run/Glitch them back
2. Glitch them/run/don't break any blocks/votekick
3. Teamkill (if seen griefing)/votekick
4. You can't really stop this one. HAHAHAHAHAHAHAHAHAHAHAHAH. Well votekick. That's the only way. If they're good, they can stall for 30 minutes like i just did (although i took a shower, brushed my teeth, and made my bed, but...)

1. THE GLITCH: place a block on a player's head, glitches them out and makes them suicide/leave.
VISIBILTY: Low
REWARD: Low/High (suicide/leave)
2. THE TEAMKILL: Place random blocks (green blocks when you're on blue and vice versa work really well) and, when they take one out, shoot them. You may proceed to 3 or repeat 2 on different teammates.
VISIBILITY: High (unless you use another person's name such as deuce19 and they kick 19)
REWARD: Low
3. THE DESTROY: Self explanatory. Destroy your teammate's structures, presumably after they have been tk'd.
VISIBILITY: Med (if owner is not present)
REWARD: High
4. THE EVIL INTEL STEAL/OTHER ABUSES: Cover the base. Protect the box. Someone tries to break it while holding the intel? Shoot em. Take the intel. You can return it yourself, bring it as far into enemy territory as possible without getting shot, or keep it. If you keep it, you can dig down into the ground so that those of the other team do not shoot you. If someone on your team who knows your location switches to the other team, dig a huge maze and hide under one of the blocks.
VISIBILITY: High
REWARD: HUGE LULZ WILL BE HAD WHEN YOUR TEAMMATES REALIZE THEY WERE/ARE SCREWED OVER
