You are referring to the changelog?
I think the third person pickaxe animation fix is if to resolve a bug that occurred when you were looking at someone else using a pickaxe..
I have never seen the bug myself, but I presume this is what the changelog meant.

There is no 3rd person view at all in AoS..

(You might have been thinking about minecraft? That has a 3rd person view toggled using F5)
