Use that for the transparency.

As for the resizing... easiest way to do that is to use MSPaint (which doesn't use any kind of AA) then just go in PDN and smooth it out. Tedious, but it works.

Honestly, I tried using Paint.NET.
I also failed.
The transparency failed and the lines sucked.
Basically what I want is simple.
200,100 - 600,500 Circle
Now make the crosshairs in the middle.

Edit: and if you could, turn http://www.eabco.com/images/Hawke12.gif into an SMG sight.
