Open cmd and type ipconfig. Then scroll all the way to the top. You should see a line like:

IPv4 Address . . . . . . . . : 192.168.0.123

Change the IP in your router config to the IP in cmd.

Also be sure that you set your firewall to allow incoming and outgoing traffic from the server (vanilla server is server.exe, pyspades is run.exe).
