Is there anything higher then Admin? Some of the commands don't work like fly, it says i can fly now when nothing happens.?

Hey I feel like I should know this, but i'm not sure how to log into my own server as an Admin. When I join i am just a normal player, and i'd also like to know some commands to use, once i'm an Admin
