Ace generally looks at background and makes swift decisions, and most commonly the right ones. He has his reasons and stands by them. And as for your '3 lines'...

As for your second example, might it just so happen that was the only few minutes in the day that all of the ops were afk? It's impossible to moderate 24/7.
