Same problem here.
Reinstalled (twice, no dice)
Rebooted (Jack all)
Redownloaded (both versions, nothing)
No .CT file (same as you)
Resolution did nothing

I tried it on my college internet system, and the bar only got halfway before it said that it timed out, but I'm from Canada, so maybe it could be because of that.

I get the: Server timeout: version mismatch or map transfer fail error and yes, I tried everything that I possibly could.
Reinstalling
Rebooting
Re downloading
Downloading DirectX
Deleting the .CT file(it wasn't there)
Changing the Resolution

It seems to be happening to people with the same IP as me too(We live in the middle of nowhere so we need to get special providers)
