Yes you can ....

i read about some plugin which does just that, i think it was FacePunch

you got a certain amount of time to type in your PW with "/pass <pw>" and if you are too slow or typed in the wrong PW some times you get banned

this works with a whitelist of names to ensure that just a selected playbase can connect
