teamkilling and votekicking

1) can some1 plz explain to me in depth how team-killing works? It seems to work when some1 is griefing your structure but im entirely not sure.

2) how do u votekick some1? has it changed in the update because i used to be able to do it (/votekick (name) (reason) but it doesn't seem to work now?

when they destroy a block, they can be hurt by your bullets.

/votekick (player ID ( left side of name when you hit tab) and then reason if you have one

I really dont like vote kick i got kicked off a server today for BUILDING a person blamed me for grifing when in reality he was grifing everything i built and no one belived me :(
