    It's much easier and free.

    I just did. I like tjis wayyyyy better than gimp its much simpler

    go to layer, click add transparency alpha, then use the wand to highlight around your sight, then you can erase

    Paint.NET I recommend if you used something like Photoshop or prefer a photoshop like UI. I prefer the GIMP because its more new user friendly, a lot more modular and has loads of plugins available. Also open source.
