I get disconnected (I wasn't kicked),
and when I try to get back in the server I'm stuck at the team select screen and B and G don't do anything.
From the message, I'm assuming that the game recognizes 'disconnect' and 'kick' as the same thing,
which means I'm effectively banned for no reason.

Is this what's really happening?

If it does recognize you as kicked you should be able to rejoin within five minutes (I think)

Also, why are kicked players only banned for five minutes?
Griefers are only getting slightly less effective with each successive patch.
