I was playing in pinpoint and all of the sudden Fuck_that_whale (FTW)
joined and all of the sudden tryed to kick me for no reason then i vote kicked him and and he left during it so he was banned for an hour right. Wrong the next seced he join back on and votekicked me because and i quote "Kurts a frggets name"

Yep, if you leave during a votekick, it will say you're banned for 15 minutes, but you can just rejoin.

for some reason i was in a cod4 match and someone got randomly votekicked but everyone voted NO.

I wish you were still allowed to cast "no" votes. You could stop a /votekick dead in its tracks if you were fast enough.
