I've already emailed him offering my help in website development, design, and coding, as well as knowledge of quite a few different languages. Still waiting on response.

People should really wait and see. You could argue here for months, the game developer will still do whatever he feels like.

Considering everyone's vehemence with Jackster, this is my proposal:

Trial periods for moderators, as soon as the forum's revamped. Seriously, it couldn't hurt. People willing to put in some time and effort get a fair shot at helping out, give them a small amount of power and see where it goes from there.

If they act and do well, keep them on. If they go out of line, swipe the power away from them. Simple as that. Given the (continued) popularity of this game, mods would HAVE to work for it.

Saying it was just a test is...sry again...utterly stupid. What's the reason to behave like a troll to check out if we argue with you about that and give you advise how not to behave? It doesn't make sense. Our reaction simply shows that we wouldn't respect a mod who doesn't act like one. Which is something you could have expected in the first place.
