Why doesnt my server come up?

Yo!
I Have port forwarded th server thingy, chosen how many player there will be on the server, chosen a name(boombox), and generated a map but the server still doesnt show up! And when i play it from my computer it is only 3 players MAX at each team! Please help! I followed the wiki's guide btw...

I DONT KNOW! I HAVE THE SAME PROBLEM! CAPS = CRUISE CONTROL FOR KEWL!
