It's not clever nor is it getting you any more votes whether who you're kicking is griever or not

I can think of several reasons, though i do agree with you.
You see, many users do not vote when someones about to be kicked whether or not you give a reason. This leads to many griefers or others breaking the rules to go unpunished. The whole type /y for ___ thing is supposed to get new users to vote unknowingly.

On the subject, does anyone know how to get it out in the center like an announcement in-game?

They used to do it with team switch buttons.
