RCON is on all of the FPS games.

It stands for Remote CONtrol.

It will help with plugin development EG, BigBrotherBot support.

And It will be great for admins of servers.

Admins should also be able to login to rcon ingame so if you don' use plugins, you don't have to tab out to kick a user.

Command should be /RCON (Password) and if you use a command, put RCON in front of it. EX: /RCON kick 2
EDIT: Not /RCON maybe /Login

/kick is not used.

So a RCON admin would be able to use this if logged in witch is quicker than "/RCON kick " :)

kick for server.exe is used. So if you are using a command that is only permited in server.exe, might as well stick RCON in-front of it. oooor maybe not
EDIT: Ok yep this is how it goes:
Admin logs in
Admin types /RCON SecretPassword
Admin needs to kick greifer:
/kick 21

Kick is used server side, but not client.

So /kick client side would be /kick server side.

more like: /rcon_password server_password
